This season sets the stage for a new power struggle. Factions are no longer content to hold ground, they're pressing harder, forcing you to fight for every block and every zone. That tension fuels Retaliation, a new open world activity that expands Control Point mechanics and opens new ways to earn Exotic loot.
Driving the focus on territory is Divide and Conquer, the global modifier that makes zone control a defining force throughout the season.

RETALIATION
Retaliation is a new permanent endgame activity built around territory control and faction conflict. Enemy factions will not sit quietly while you chip away at their influence. As you push back across open world, they grow more aggressive until they strike back with force.
How it Works
Retaliation takes place across D.C., New York, and Brooklyn, so the factions you face will depend on the location. Cleaners and Rikers can only initiate Retaliations while you are in New York (available through Warlords of New York expansion) or Brooklyn (available through Battle for Brooklyn DLC).
Every faction has an Agitation Meter, visible from the new Retaliation tab on the Mega Map. Eliminating enemies, completing missions, and capturing Control Points all push that meter higher. You can also complete a new Daily Project that instantly fills a faction's bar to 100%. Once the meter is full, the faction will launch a Retaliation, attempting to take over a Named Zone and all of its Control Points.
Your objective is simple but demanding: retake the entire zone before the timer runs out. You and your team will deploy from the safe house, reclaiming Control Points one by one. Capturing a point extends the timer, but every second counts, and the clock is always against you.
If you choose not to engage, you can abandon the Retaliation, which hands the zone over to the enemy faction. They'll be more than happy to move in.
Core Gameplay
Retaliation Control Points remix the standard formula with multi-wave battles. Difficulty scales with the global Alert Level, from Normal up to Heroic, with higher risk bringing greater rewards.
As you fight, Kill Squads may appear to ambush you. Defeating them not only adds precious time to the clock but also gives you a chance at exclusive Exotic blueprints tied to that faction.
Between captures, you will also encounter optional challenges called Maneuvers. They are shared by everyone in the Retaliation, but completed individually. Each success adds time to the retake timer. This can prove critical, as every downed agent means less time on the clock.
Targeted Exotic Farming
Each faction carries its own pool of Exotic blueprints, and there are multiple ways to work toward them:
- Defeating a Kill Squad grants a chance to drop a blueprint from that faction's exclusive pool. These squads are tied to five factions: Hyenas, True Sons, Outcasts, Cleaners, and Rikers.
- Completing an entire Retaliation can also reward an additional blueprint from a separate pool, available for Hyenas, True Sons, and Outcasts.
The odds of earning blueprints improve as you take on higher global difficulties.
Crafting plays a central role in this system. Exotics are built using Exotic Components together with Retaliation-specific materials that drop during events:
- Hyenas: Crystallized Spice
- Outcasts: Biohazardous Canisters
- True Sons: Military Dog Tags
- Cleaners: Burning Ash
- Rikers: Crossed Balaclava
For flexibility these materials can be converted into Broken SHD Watches, which can then be exchanged for materials from other factions, allowing you to progress towards Exotics outside the group you are currently facing. Conversion blueprints, along with Exotic Cache Blueprints, are available from Inaya at the Base of Operations.
Because Retaliation takes place in Warlords of New York Expansion and Battle for Brooklyn DLC, you may encounter Cleaners and Rikers as well. Even if you do not own these, you can still target their Exotics by crafting Exotic Caches tied to their blueprint pools.
MODIFIERS
Global Modifier
This season's focus on territory control is reinforced by the new global modifier, Divide and Conquer. It ties your combat power directly to the state of the map, granting different bonuses depending on who controls each Named Zone.
- Contested Zones (no faction owns all Control Points) grant a Rate of Fire bonus, stacking up to 30%.
- SHD-Controlled Zones grant both a Rate of Fire bonus and additional Weapon Damage, also stacking up to 30% for each stat.
- Enemy-Controlled Zones provide no bonuses.
These bonuses apply across all Named Zones: 2 in Battle for Brooklyn, 4 in WONY, and 11 in D.C. The bonuses scale evenly based on the number of zones in each map, so you can reach the same maximum values no matter where you play.
Active Modifiers
Faction power is no longer just something to fight against, Active Modifiers let you harness it for yourself. These five abilities are themed around enemy factions, each with unique mechanics that grow stronger the more you invest. You'll unlock them through the Seasonal Journey, and upgrade them by earning Modifier XP in two ways:
- Completing a Retaliation against a faction gives Modifier XP for that faction's modifier, even if it isn't equipped.
- Eliminating enemies while the modifier is equipped grants a smaller amount of Modifier XP.
As modifiers level up, their stats improve, their functions expand, and powerful new abilities become available.
Hyenas: Spiced Up
- All of your Armor is stripped.
- For the duration of this modifier, you cannot aim down sights or repair armor.
- In return, each successful hit on an enemy adds a stacking Weapon Damage bonus and recovers some Health.
- You also gain a boost to Health, Reload Speed, and Movement Speed.
Upgrades:
- Level 5: When you press the input again, or when the timer ends, replenish Armor proportional to your current Health.
True Sons: Advanced Materiel
- Your Skills gain extra Skill Tiers, and your Signature Weapons gain a Weapon Damage boost against regular enemies. This boost multiplied by 1.5 against Named Enemies.
- Additionally, Signature Weapons gain a Rate of Fire boost and a Reload Speed boost, and while the effect is active, every reload automatically refills the magazine to full.
- Kills with Signature Weapons or Skills add 3s to the modifier's duration.
Upgrades:
- Level 5: Specialization Skills are Overcharged while the ability is active.
Outcasts: Zealot
- On activation, gain 15 stacks of Zealot, each one granting Weapon Damage and Damage Reduction boosts.
- After 10 seconds, you begin losing 1 stack per second, and the stack consumption rate increases every 10 seconds. Eliminating hostiles restores Zealot stacks.
- Upon reaching 0 stacks, a damaging EMP explosion is triggered at your location, leaving you at 1 Health. For each enemy hit by the explosion recover Armor and Health.
Upgrades:
- Level 5: For each stack consumed, the EMP explosion's damage increases by +2%.
Rikers: Say Cheese
- Blind hostiles in a cone-shaped zone in front of you.
- Holding a shield when triggering this modifier increases the range and radius of blinding effect.
- Eliminating Blinded enemies reduces the cooldown of the modifier.
Upgrades:
- Level 3: Eliminating hostiles while using a shield reduces the cooldown by 1s.
Cleaners: Sanitation
- On activation, set enemies within a radius on fire.
- While the modifier is active, each unique enemy set on fire adds 1 stack of Sanitation, which grants extra damage to Burning enemies, up to a maximum.
- 2+ stacks: For each enemy currently Burning, repair Armor every second.
- 3+ stacks: Critical hits inflict Burning on enemies.
Upgrades:
- Level 3: Each kill on a Burning enemy adds 3 seconds to the duration.
Passive Modifiers
Passive Modifiers are archetype-based bonuses and debuffs aimed at countering different enemy archetypes. There are ten to choose from - five universal and five faction-based, and you can slot three at a time.
Universal Passive Modifiers
- Assault - "Stepping Stone": Killing an Assault archetype enemy with a headshot instantly refills your magazine with Hollow Point Ammo.
- Thrower - "Batter Up": Any time a grenade lands within 5 meters of you, it is destroyed automatically. This effect has a 45 second cooldown. While on cooldown, the explosion radius of your grenades is increased by 100% (doubled).
- Sniper - "Compromised": While you are in cover, your headshot damage against Snipers is increased by +100%. If you hit a Sniper while they are in cover, they are forced to leave cover.
- Tank - "Rupert's Tear": Breaking any piece of a Tank's armor causes all other armor pieces to break instantly. For each armor piece broken this way, enemies within 15 meters are inflicted with Bleed for 2 seconds.
- Rusher - "Keep Out": Rushers are staggered if you shoot them from within 10 meters. When this happens, you gain +20% Movement Speed for 10 seconds.
Faction-Specific Passive Modifiers
- Hyenas Shield - "Unfriendly Fire": Shooting a Hyena's Shield deflects your bullets, dealing 50% of the damage to each enemy within a radius around the shield user.
- True Sons - Immobilizer: Breaking the Immobilizer's weak point applies foam to enemies within 20 meters, immobilizing them temporarily.
- Outcasts - Scorcher: Breaking the Scorcher's gas canister ignites enemies within 7 meters. These enemies burn until they die.
- Cleaners - Controller: Destroying the Controller's drone automatically breaks its user's weak point and shocks both the Controller and nearby enemies.
- Rikers - Leader: When the Leader is killed, all enemies benefiting from their bonus health receive a Bleed effect. You also gain +20% bonus armor when this happens.
Hostile Countermeasures
Your enemies are adapting too, bringing the following advantages:
- "Out of Mind": Speed and ROF boost that increases over time if the enemy is not damaged.
- "Wedge": Boosts damage for the enemy and nearby allies, scaling with ally count.
- "Overwatch": Grants Overheal to the affected enemies while their gadget is deployed.

Successfully completing the Climax Mission on Master difficulty for the first time guarantees the Exotic Pistol "Tempest" as a special reward. It can also drop at any difficulty, though with lower chances. The higher the difficulty, the better your odds.

Balance Changes
- The maximum Expertise level has been set to 30.
- This change ensures you don't outpace the challenge level the game currently offers, provides a clear upper limit for your gear's power level, and makes it easier to invest in a wider variety of items - allowing you to explore different playstyles and engage with the game in new ways.
Gear and Weapons
- Fixed the issue with loadout swapping that caused multiple talents to stack through the Abridged Talent.
- Updated Weapon and Gear Piece Targeted Loots to contain all eligible Exotics.
- Bluescreen and Catharsis no longer require ownership of its Blueprint in order to drop as Targeted Loot.
- Fixed an issue where all Exotic Pistol drops were affected by the ownership of the Liberty Blueprint.
- Fixed an issue where all Exotic MMR drops were affected by the ownership of the Mantis Blueprint.
- Fixed an issue where all Exotic AR drops were affected by the ownership of the Capacitor Blueprint.
- Fixed an issue where the Swap Speed attribute would cap at 14.4% on all Exotics.
- Fixed the issue where the breaking Point Gear Set was not present in the Crafting Station until the blueprints were acquired.
Vanity
- Fixed the issue where Exotic Skin VFX was not visible in the weapon mod menu for the Chyron and Nocturne Exotic weapon skins.
- Fixed the issue where the contaminated loot bag was not visible while the Stalker 2 Backpack was equipped.
- Fixed issues with clipping across multiple vanity combinations, including Warrior Wasp and Soldier Ant outfits, Kitty Fluffy Kiss Kiss and 3C backpacks, Keiko Nakama uniforms, Payday Event masks, Canvas jacket, Scaled Up gloves, Ash uniform, and other vanity gear.
Other
- Fixed the issue where the stash appeared empty when entering Brooklyn's Bridge Settlement for the first time.
- Fixed the issue where the "Neutralize named enemies" project objective was not shared while in a group.
- Fixed the issue where Season XP Events did not grant rewards if the player had already reached 100 season levels.
- Fixed the issue with the SHD watch showing a placeholder image in the Item Details of the Inventory.
- Fixed the issue with placeholder images appearing in the crafting requirements of the Nimble Exotic Holster and Pakhan Exotic LMG Blueprints.
- Fixed the issue where Outcast icons were displayed instead of Black Tusk icons for President Andrew and Faye Lau during the Echo from Camp White Oak Manhunt.
- Fixed the issue where the option to trigger an Active Modifier was not greyed out after equipping one.
