Found a workaround. Reverted to right before the siege. Set difficulty to "Story". Redid the siege of the fortress and got the cutscene.

System: Xbox Series X

After fighting Tedmund the cutscene doesnt trigger. He just sits on the ground and the quest objective doesnt update - regardless of if I tie him up or don't.

The oldest save I can reload is the "exclusive quest save" which is still after starting this mission and directly before the siege.
