As you can see on first image, my proficiency is maxed with 344 and Expertise Level is 20.
Whereas my friend's proficiency is maxed with 344 but Expertise Level is 23.
Why is there difference in max Expertise Level? I thought this is consistent.
What did I do wrong to max this Expertise Level?

GE Exposed ended already. I would though it would end at Tuesday 3am EDT is but already ended. I was going to exchange my stars after I get back home from work but stars were all gone. Was the timing intended?
Also new manhunt is already in place. Pretty weird schedule.

If that is the case, it should be noted in the description of the difference.

I, Playstation 5, have maxed out with all my 344 proficiency items and my Expertise Level maxed out with 20 (first screenshot).
Where as my friend, PC, reached to Expertise Level 23 with same 344 proficiency.

I don't know if this is related to console and PC but the difference would make the upgrade of gear/weapon to whole different power level.
What was the cause for me to have lower Expertise Level??
