I think you need to finish the folowing arcs to start Jorvik (since it is level 190)

Ledecestrescire = Level 20
Grantebridgescire = Level 20
East Anglia = Level 55
Lunden = Level 90
Oxenefordscire = Level 90
Sciropescire = Level 130
Cent = Level 130

Maybe (not sure):
Lincolnscire = Level 160
Essexe = Level 160
Suthexe = Level 160
Vinland = Level 160

@mlarned Have you finished Jorvik. This is the only reason that comes to mind why it might be blocked off (The Jorvik story kinda continues in Eurvicscire)

@spier1991 Yes, they should not have been in the game yet. According to Ubisoft these appeared before they were ready in one of the last updates. They are disabled online, but apperantly they can appear again when startin offline.

Unfortunately yes, I also play on the last PS4 Pro.
The rocks looked like this for me since the start (got it when it came out).
I just kinda got over it after a while and trust me you won't even notice it after 10s of hours ^^
