This is a freaking joke! We can't even get a reply that they understand our problem & are even attempting to fix it. They just take our money, kick us to the curb, and don't even say have a nice day. I pre-ordered the Ultimate Edition of this game because I was very excited (especially figuring they had 2 years) and I get a game said to be literally centered around your settlement - I mean it's the central plot to the whole freaking story - and I can't talk to 3/4 of the NPC's in my settlement.
Their solution: "Oh, you've played 80+ hours, you're at power level 300+ & your settlement is level 5....well why don't you go ahead and delete every freaking thing you've done, reinstall the game, and start over then that MIGHT fix the problem."
Yeah, I paid $100.00 for that!
While wandering around the other day on AC Valhalla I came across this wolf laying on the ground howling. As I approached the action message appeared above the wolf's head saying something like "Help Free" -- so I pressed the triangle button & suddenly up jumped the wolf suddenly tame/friendly. When I pressed Odin's Site it wasn't red, but actually white (even with a green dot above it's body, just like the people in our own raiding crews). As I ran around, the wolf would follow me everywhere I went & when I was attacked wolf even jumped in to defend me:
And you know at some point in December (which starts in just a couple days) they'll be dropping the first DLC stuff..... And yup 2/3 of all the stuff is centered around the settlement. So all if us will just be totally [censored] when it comes to all of:
"The Season will bring the Viking Yule Festival to players' settlements as an in-game event, as well as offering players a new settlement area. They will be enhancing the Jomsviking mechanic by allowing them to level up the Viking they create to loan to other players. The higher the level, the more silver the Jomsviking will earn for its owner."
** So who knows what the Yule Festival will involve with your settlement, but if it involves interacting with your NPC's -- then we're screwed. And if you can't talk to your barracks at all, then what good is ALL that stuff with the Jomsviking!
In other words, rather than things getting better for us all, it will actually be getting worse! **
Myself, and countless others, are all dealing with the issue where we cannot speak to at least half of the NPC's in our settlement for the buildings we have upgraded -- no barracks, no fishing hut, no ship builders, no tattoo artists, no hunters hut, no cartography, etc....while understand this isn't technically game breaking in the sense that you can still finish the main quest line without these NPC's; it does take a lot away from the game especially since the whole settlement aspect was talked up soooo much leading up to the release of the game....
And yet still no fix from what I can tell in this patch.
@fireice38 unfortunately I believe you are correct. I was so excited to see the Patch coming out & the information stating that it contained many many fixes..... I've read through it 3 times now, and nothing even really hints at the fix we all need.

Just adding my voice/complaint to this thread. Having pretty much the exact same problem as most people here:
I am now 60+ hours of game time played, and I'm over power level 200, and would hate to have to basically start all over just to be able to fully enjoy the settlement part of that game. I am able to talk to the Blacksmith, Hidden Ones Bureau, Trading Post, Tattoo shop, Seer and Museum. I've never been able to communicate with the Fishing Hut or Cartography NPC's from the moment I built those buildings. However, when I first built the Barracks, Hunters Hut and Shipyard I was able to talk to them at first; it was later that all of a sudden they stopped working. This is why I feel like something in the game actually bug/glitch on me - because of the way some of them worked and then later stopped.
My case is # 13362548
At the moment my settlement is totally broken. I can't talk to my barracks, ship builder, fishing hut, cartography, or hunters hut (and yes I have built them all - for a while I was able to talk to the barracks & ship builder before they stopped working, the other ones never worked from the moment I built them). I sure hope there is some sort of fix for this? I really enjoy this game, and I don't want to start over the 50+ hours already put in, but just doesn't feel good playing with this major of an issue going on.
