"OK I found a final solution to valka stopping at the top of the hill. This took me 3 hours of searching and trying.
You should travel to Norway and back to England for the woman (forgot her name, sigurds wife)(NOTE. randvi) to appear on top of the hill, then you have to push the woman down the hill using your horse (as if you go away from her she will start walking to the longhouse), after you push her a couple of meters down the hill, you need to go pick up valkas crate and run ASAP to the blacksmith to stop the woman from moving. After you escort valka to the hill she will talk with the woman and you can finish this cursed quest."

Randvi has to be in range, that valka can speak to her, but you have so see her when carrying valkas stuff, so she doenst start moving. When the dialog between randvi and valka started everything should work from there.
