We have deployed a server-side update which should allow most players to proceed with the Sons of Ragnar quest.
If you're still unable to interact with Ubba, please try the following workaround:
*Note* If you reload the game before interacting with Ubba, to continue the quest, you'll need to shutdown and relaunch the game before being able to interact with Ubba again.
*A permanent fix is being worked on to be included in an upcoming game update.*
ICYMI - Title Update 1.1.0 will be deployed tomorrow.

If you haven't seen or tried these already, we have two workarounds until this is resolved.
Reset controller schemes to default.
Reassign the interaction button with another one that is not used for any other direct action.
