Unable to complete Raid in Haervik Shipyard due to glitched/faceless NPC

Power Level: 21
After killing all enemies in the Haervik Shipyard an "X" is displayed on the map but the raid does not complete.
User is unable to save the game via manual or quick - even when leaving the area.
Located faceless NPC walking in place.
Loading a save file resolves this issue.
