They definitely messed up something with the CPU Utilization, because I can clearly see FPS tanking in towns and cities when there are many NPCs

The game was fine for the first 20 minutes that I played today (roughly 3 hours after patch drop), but then suddenly the FPS tanked and hasn't recovered since. Now, the game is consistently at below 30 FPS in town and cities, around 40-50 outside no matter what I do. Before this, I had consistent 60-80 FPS everywhere. Highly suspect it's server related. @longjohn119 Can confirm once again. I've looked at the CPU Utilization % in Intel Extreme Tuning and it gets cap at around 70% at all time. When you go to any city or town, the FPS tanks hardcore. Meanwhile, other games see the % going over 80% at all time.
@lanague Confirm this also happens to me. Old photos taken yesterday were not able to upload to the server wtih "0x20100302" error and became bugged. Now, when I open the map and stumble across them, the same error will pop up and all photos taken (and were able to be saved) will disappear from the minimap until I take a new photo. Going on Photo Mode page on the website will show these bugged photos as blanked file.
Confirm. Also run into the same problem. Reloading save doesn't work. After several tries, there was one time when I alt-tabbed out during the glitch portion to google the issue, and when i came back in, the cut-scene worked. I believe it's a cutscene glitch because the game seems to have to stop and load between scenes in a lot of places as well.

Then I decided to check out the BIOS just for the shake of it, and realized that my Hyperthreading option was set to [Disable].
I turned it on and FPS in Jorvik shot straight from 20-30 FPS to constant 60-70 FPS now. Maybe this was the problem.
Have a try and report back.

@radi3nt Edit: I restarted my PC and the FPS was gone. I suspect the game just has stability issue in general.
@anolinmcginnis Lmao with today update, even with HT my game has once again dropped back to the 30-40 FPS range from 60-70 FPS just a few days ago. What a joke.
Should've figured out the HT issue and finish this game before this patch hit.
The thing is my PC had always had Hyper-threading off judging from what I found in the BIOS, and the game was running fine then. This means they changed something in the update that required Hyper-threading in my case to be on.
Anyway, game has been stable since then spare one instance where the FPS dropped back to 30 FPS in Jorvik, but I just alt-tabbed out then in again and if was back to normal.

Confirmed they didn't fix [censored] lol. See you all in one year, maybe the game is playable by then.

You can clearly see FPS barely stays within 30-35 range, which never happended prior to this patch in my experience. The most insulting part is the Yule festival that tanks the FPS to below 30. How is Ubisoft expecting us to enjoy the seasonal event when we can't even play the game?
