One of the gift altars, the one near Jorvik i think requires you to use linen as a gift; once you've fully upgraded your quiver and rations you no longer receive it from chests. Meaning that its impossible to finish this shrine if it's sound after those upgrades.

Can't upgrade the location to level 6 as all of the upgrade boards have disappeared, I have the necessary resources and have completed the main quest so I'm certain that there isn't another way to upgrade the town. Im currently stuck on level 5 99% towards level 6.
