Same issue. Also can't get the Where LEgends are born quest. 80 hours, I will not restart.

Unable to Progress - Unable to Recieve "Where Legends Are Born" Quest
Having the same issue. About 80 hours in. Selected the Bishop to be the jarl, after I already did Jorvik. Can't kill him or the Lyre now. Randvi hasn't updated the map. Only quests I have are complete Raventhorpe, Asgard, Codex, and order.
