Can't pledge to jorvik or wincshtre
Even done all the order of the ancients that aren't part of the story line. What am I doing wrong?

Can't pledge to jorvik or wincshtre
When I go to the alliance map it won't let me pledge to jorvik quest line or wincshtre. I have done everything else that I can see. What am I missing?
