Same issue. Was upgraded to max quiver, downgraded to max-2, no more fabric lootable, purchasable, or otherwise attainable. Hunter arrows remain at 26. PlayStation 4. Updated to 1.1.1
@kreutzgang
It's not likely a nerf, it's looking like a very unintentional bug (theoretically associated with the shoulder bash skill). The main thread, if you'd like to follow it, is here: https://discussions.ubisoft.com/topic/94985/guaranteed-assassination-not-working-following-tu-1-1-2-post-here
After the completion of story mode, if you venture outside in the modern day, toward the overlook, to the right, there's a message carved in the rock. Image in this Reddit post:

Anyone have their decoder rings present? I'm having a hard time making out all the runes in-game, and a harder time translating.
And can anyone confirm if the cabin area location is replicated in vinland, in the animus? Might be a secret interaction there, if we can find it.
I ran into this bug by going to the underground door first, and I killed all the jotun. It triggered a lot of dialogue after the tower scene and caused Loki to remain in his transformation stuck at the base of the tower. When I reloaded an auto save from the demonstration, and redid all the missions from that point on, in going to the tower directly, the game allowed me to finish. The root cause appears to be that dialogue is triggered by having been to the underground door first, and preempts the correct sequences.
@ubi-raziel
Oxeneforshire glows, and I can interact, but nothing gets looted, map remains in inventory.
Euriviscire no interactions possible, map remains in my inventory.
PS4.
@dim344 based on my completion percentages, I'd say this is unlikely. But truthfully I don't know.
Same. Playing on ps4. Tried with toggling the mode off as well, and re-engaging guaranteed assassinations. No luck.
@spasmadorf try to go on a river raid mission (from ravenstgorpe), then immediately return to ravensthorpe 3 times. Three resets (new river raid initiation) should revert any pillaged location.
@sleepykee
Pillaged locations are rebuilt after three new river raids. Starting the raid mission at any river and subsequently returning to Ravensthorpe counts as one, regardless of if you actually raided any locations on the river. It can be any of the rivers.
@guest-zxojW3ap
To reset the raid locations that have already been pillaged you have to start 3 additional raid quests, minimum. The easiest way to do this is to start a river raid (any river works) and use the selection wheel to return to Ravensthorpe. After doing this three times, any location will be rebuilt and will allow you to raid it again. Of note, it is not necessary to commence the actual raiding of any raid location to reset in this manner, just need to conduct the "river raid" mission.

@spasmadorf it shouldn't matter which river you do next. The act of starting a new river raid is what drives the cooldowns for the level of river defence and counts towards regenerating of razed locations. Personally, I went back and forth between the three locales.

@unwiseiain_pc it's likely you have conducted a raid there too recently and didn't finish it. You will need to conduct (iirc) three more fresh raid sequences (start a raid mission from your settlement and immediately return back to ravensthorpe for faster progression)..
@nuclidez when you return from a raid, using the "return to ravensthorpe" option in the selection wheel, your looted cargo is stored at ravensthorpe. You must conduct multiple raids and return to your settlement to stack up enough cargo at home to upgrade the ship.
