The game seems to be working fine except for one thing. There are no NPC's or generic enemies, anywhere. The only things that appear are mission characters, side quest characters, and enemies when performing a mission. Other than that, streets are empty, and unexplored forts and raids are void of any enemies, even though it shows I'm in a restricted area.
I've searched everywhere for someone with a similar problem but so far nothing. I've uninstalled the game and reinstalled it and nothing. I use an xbox one. Is there a fix for this so I can have normal gameplay again or am I just screwed?
