I have had an ongoing Support Ticket, though nothing I've tried has worked EXCEPT one thing, which is not viable:
Install Ubisoft Connect + AC Valhalla onto the Windows SSD. This doesn't work for me due to my Windows SSD being *just* for that, and nothing else. I immediately ran out of space testing this.
This is what Support told me today, and I could not be more upset at this response:
Thank you for contacting Ubisoft Customer Support. I will be assisting you today.
We apologize for the inconvenience.
If the game works when it is installed on the drive with windows then at this time we would have no further troubleshooting as we recommend the game be installed on the same drive to have the best communication with the operating system.
Same here. I've submitted a Support Ticket.
There was a suggestion that if you're using Microsoft Storage Spaces (Or Pool) for SSDs, this can cause problems. I am not using this, and still cannot get past the splash screen.
@yukiyoroi Yes, exactly.
I have Uplay installed on my C drive, and games get installed to one of my three other drives (all four are SSDs). I've moved Valhalla to C, moved Uplay to another drive. Nothing works so far.
@crazydonkey88 I'm sorry to hear that.
As I said, this doesn't work for me. I couldn't keep the game on that same drive. I was immediately running out of space just testing it.

Okay so I have gotten the game to launch now.
But it only works as follows, and that's if: Windows + Ubisoft Connect + AC Valhalla are all installed on the same SSD.
This was a temporary solution for me, as I barely had enough room to move AC Valhalla onto this drive to test. I suspect this is not viable for lots of users, but it is worth checking.
I've asked Ubisoft in my Support ticket to find a proper solution to this problem since I have: Anno 1800, AC Odyssey, The Crew 2, and Watch Dogs Legion all installed without this requirement.
@nalletuoppi I don't use MS Storage Spaces, so this is not my issue

In my case, I discovered a solution that made my game work:
1. Uninstall game from any hard drive managed by Microsoft Storage Spaces.
2. Create an Ubisoft directory ondrive (even if it's an SSD) OUTSIDE OF PROGRAM FILES.
3. Install game in the Ubisoft directory you just created.
This both avoids the game's incompatibility with Microsoft Storage Spaces and the well-known problem with WIndows and games installed in the Program Files directory.
No, I do not know why any modern game would be designed to be incompatible with Microsoft Storage Spaces, but @Ubi-Woofer recommended this as a solution, and when I tried it, it worked.
I'm glad that worked for you. But I don't use Microsoft Storage Spaces, and the game will not launch.
