level 409 and spend over 60 Mastery points, no achievement

Just got a notification on Xbox app,

Achievement unlocked

left the game on this morning while working from home, not long ago did a manual save and a fast travel. left the game running on its own again.
got a notification on the Xbox app on phone and laptop

so looks like its fixed. just play the game or leave it running for a while.

completed everything in the game, spent all normal skill points and 60 mastery points.

achievement has still not unlocked.

tried reloading old saves and using mastery points again, saving/ reloading. still nothing.

anyone else had an issue with this achievement or know of a fix?
