I am currently experiencing the same issue on PS4. Once I validate it goes through the sequence showing you completed it, but the girl just keeps saying the same line and the quest doesn't finish. I have restarted my game, fast traveled, restacked the stones and left it for hours and came back but nothing has fixed it.
