The point is I didn't need to do that to preserve my game progression and I didn't choose to have to do that to preserve my game progression, but currently options are to clear all the bases again or don't play the game at all. The latter is my preferred option, and I wish it wasn't.
@ubi-keo When Insurgencies first started, the only bases to be re-taken were those needed to complete the Insurgency. So by completing the Insurgency you were re-taking all the bases that were made hostile again by the Insurgency. That was acceptable as a design and not too large a punishment for not re-taking those bases, nor a big weekly time investment to re-take them all.
It was then changed after a few weeks to this new way of almost a whole zone being made hostile with each Insurgency. The time-cost to re-take them all is much too large now and the punishment for loading into the game and not re-taking them all is to reverse ~20% of game completion.
Thanks for confirming that this is a conscious design choice that is not going to be reconsidered. I'll uninstall.

This issue of Insugencies leaving reset bases with harder enemies has been happening since they increased the number of bases/AA/checkpoints that reset.
There was originally only enough of each to satisfy the Insurgency requirements. More hostile locations increases the choice of where to go, but the locations that you don't reclaim as part of the Insurgency requirements stay hostile. At this point almost my whole map has reset to hostile bases/AA/checkpoints. If I'd chosen this, then that would be fine. But instead I'm being punished with reversed game progression, just for loading the game.
If you load in to the game once a week, you'll get outposts reset by the Insurgency. There's more that get reset than you need to complete the Insurgency now too after a recent change, so even if you do the Insurgency you'll still get a fully reset map after a few weeks.
I'd rather an option to reset them all too, provided the Insurgency only reset what's required to complete the Insurgency. I'd reset them when I have time to play and preserve my completion otherwise.
I don't have the time now to re-clear all the ones reset by the Insurgency and I don't like all the time I spent clearing them in the first place being undone by something I didn't ask for. So while I'd like to play the game, I don't, because I prefer to not see the reset outposts I didn't request.
