I had this exact issue, but for some reason now it's seem to have died down. High end pc with the game installed on my SSD.

@netqvist Are you finding this is happening during cut scenes? I've a powerful set up here, and i'm dropping to the point where I'm close to throwing the towel in until they sort it.

I've a brand new gaming rig an HP Omen 25L. The game is running at 60fps then all of a sudden it drops to 1 or 2 - often in cut scenes. I've updated the drivers, anyone else having these issues?
