Yes, the Halibut is having the same issue as the Flatfish, being difformed and swimming sideway in his case..
I was in the exact same situation as you, fishing from the rowboat at that location and never caught it. Came back later, saw it again, killed it with my bow, and it was a big Halibut.
Anyway, as long as you have a big version of a fish on your fishing line, wherever you are on your rowboat, you can be sure that you won't ever catch it. I tested that multiple times.

You can have a look on how a Flatfish is behaving when fishing it.

Small, regular or big ones looks like the same when they approach you or are about to catch your bait. Before that, they behave normally with their original form.
Of course, it is strictly impossible to catch it while in this state if a regular or big one (can't be sure of its size like this..).
In the other hand, even if the small ones are also in this state, you can still catch them.

I noticed the Halibut specie is in the exact same physical state for all its sizes.

I was wondering if there is any work around for the UI disappearing when using photo mode and if a patch is on his way soon about it ? (I was sad to see there was no fix for that issue in today's update..)

Also, I didn't find anywhere listed that photos from community and the daily one from the game are not appearing on the map as a known issue.

Sometimes, my friend playing the game on Xbox One S get to see the photos displaying on his map but in my case on Xbox Series X, since I started the game (140 played hours already), I never saw a single photo displayed on my map.
And yes, the legend option is marked as displaying on map for all kind of photos.

Am I the only one with this issue ?

I had the same issue and did the workaround of doing a single rebel mission taken from Evreux and Richardis just teleport herself to Lisieux when I reached the objective of the rebel mission.

I must add, if there is really something you should report to the team when reading all this, it's to let them know that the fact it is now a "normal" thing to have EVERYTIME a major issue like this and multiple other annoying bugs (like the collision bug making you fly away to your death) every so called "patches" is absolutely unacceptable ! UNACCEPTABLE.

Here is an other video highlighting the issue with the Halibut as for example. (Keep in mind that it is exactly the same situation with the Flatfish.)

The first catch is a regular Halibut keeping its natural form but sideways until it's about to catch the bait and take instantly this weird difformed shape levitating on the water.

The second one is the big Halibut. The big one is, everytime I saw it, already in this weird shape before attempting anything.

I manage to kill one with the bow for the last video using photo mode.
I had to aim the weird deformed shape levitating outside the water in order to kill it.
And even dead, its state doesn't change and stay exactly where it was killed. In the air.
