I am also having this bug issue. I have done all side quests except for 3... one of which I found bugs the game to not allow me tp speak to any other NPCs after (the diving for the Elk Comb lady). I have loaded from multiple save points, but nothing fixes the bug of Sigurd not being talkable when he gets to the docs. Very frustrating, and there's NO way I'm going to start a brand new game. I've put in 7hrs+ of gameplay already.

@zulu306 Same here. Clearly a bug they need to fix.

All of my quest based NPCs are broken now... I cannot talk to any, no matter what I try to do.

Still in Rygjafylke, on Honor Bound quest. I explored the rest of the map before heading to Fornburg. When I came to the woman asking you to dive for her comb, I was not able to speak with her, and ever since I cannot open dialogue with any NPC. I have traveled throughout the map, and cannot dialogue with anyone. This includes now heading to Fornburg and trying to dialogue with Randvi to continue the quest. I cannot proceed with any quests now.
I have saved the game, exited the game, restarted my PC, etc. Nothing works.
Please help.
