Same issue for me, but the NPC's I can access are different than most, it seems. It started when I completed the "Viking For Hire" quest. I was unable to speak with Reda to turn in the quest and get my reward. At this point, I was around power level 150-160, my settlement was level 4, and I had no issues speaking with any NPC's up until this point - all of the ones I had were accessible. I looked online, and many other people were having this issue. The common response was to finish the Cent arc so you can do the Dag side quest and "reset" your NPC's. I was not far along enough in the main story to complete this quickly enough, so I took the suggestion of another poster and found all the codex pages. During the codex page searching, I noticed that I was also suddenly unable to speak with the Shipyard, Tattoo guy, or the Barracks Master. I found all the codex pages, turned them in, and Hytham told me to talk to Reda. THIS ACTUALLY WORKED - momentarily - as Reda was accessible again, the "Viking For Hire" was turned in, and he allowed me to view his page in his tent. I ran around to the other NPC's, noticed they were still inaccessible, then went back to Reda and they were now, once again, inaccessible. At this point, I had these settlement buildings:
I started to progress the story (I had been focusing heavily on wealth and side quests) so I could complete Cent and hopefully reset all the NPC's as others were saying. Along the way, I heard Reda speaking to the children, so I leaned against the post and listened, and he's been accessible ever since, but all of the other inaccessible NPC's remained inaccessible. Then I did some raids and started to build the feast boost buildings.... Each and every time I constructed a new building, the NPC was automatically inaccessible, and wouldn't even speak to me or thank me for building their structure. Not a single one, and I've now constructed all but two of the possible buildings (brewery and cowl farm) in the settlement. I'm not sure if these characters are supposed to be able to be spoken to, but I would assume they all would be, just like the others. So now, there are more inaccessible NPC's:
On top of this, I've upgraded both the cattle and grain farms 2 or 3 times each, and the note in Eivor's room still says they need the second and final expansion. It still allows me to expand on each of these places even though it should only be two expansions for both. Today, I finished the Cent arc, and got some more random madness. The cutscene for speaking to Randvi after completing Cent seemed to be cut short (later proven and I'll explain) and my NPC's were still inaccessible. There was no option to continue the main quest, but I got a prompt to speak to Randvi about going to Vinland. I pledged Vinland, completed that portion, and when I came back to tell her what I did in Vinland, I got the cutscene (this time the full one) from completing Cent. On my first attempt to speak to Randvi after completing Cent, I wasn't stopped in the Longhouse by Dag, but this time I was, and I didn't realize it was the same cutscene (looked new to me because of Dag) until I spoke to Randvi and I was talking about Cent again. It gave me the completion message for Cent after that cutscene (for the second time), then immediately went into the cutscene for speaking to Randvi about finishing Vinland. I checked my NPC's, and nothing had changed, all the same ones were accessible, all the same ones were inaccessible. I slept in the bed after checking my note (still saying I needed the 2nd expansions for cattle/cowl/grain) then the Dag quest started. I thought "Finally". Finished the Dag quest and NOTHING HAD CHANGED regarding who I could and couldn't speak to. I've tried reinstalling, restarting, changing genders, sleeping, meditating, going to Norway and back, going to Vinland and back, handing in all 6 codex, and completing the Cent arc to "reset".
RECAP: I am now power level 247, settlement level 5, and have 8 arcs completed. I had only 4 or 5 arcs completed when it began, and was settlement level 4.

It all started when "Viking For Hire" was completed, and I have NOT completed the Berserker quest yet! This is why I think my list of accessible/inaccessible is different, and I'm now scared to even attempt this quest because I'll apparently lose access to more NPC's. There are two other weird, glitch-like things that occurred around this time as well, and maybe they might have something to do with it, so I'll list them in case it helps:

Well, I've progressed so far into the story that I don't think any of my save files will help, to be honest. I've maxed my power level and my settlement now, and only have Wincester left for arcs. I'd still like to be able to speak to my settlement NPC's and complete the Berserker quest without losing more access to NPC's, obviously, but it seem pretty pointless at this point. For me to go out and purchase a flash drive (can't find where the hell my lady put mine) just to attach a save file that may or may not help doesn't really make sense. I mean, I've already completed all the raids, so customizing my ship or Jomsvikings is pointless, no? Very disappointed. This thread was started over two weeks ago and there's been a patch released that completely ignored this issue. Ubisoft dropped the ball, and as somebody else said recently, this will 100% affect my future purchase decisions for anything from Ubisoft. One video and one save file, you all have many now, should be sufficient in pinpointing the problem. At the very least, coming up with a temporary fix while they continue to search for the cause should be easily achieved.
I would recommend finishing a game before releasing it, or jumping on the bugs/glitches faster. This is number one bullshite.
@y2john84 I haven't even completed the Berserker quest because I've seen so many people report even more issues after doing so. My list of inaccessible NPC's is different from most, so it seems that although the Berserker quest definitely affects the interaction on some NPC's, it's definitely not the cause of the issue altogether. I might make a save prior to doing the quest just to see what happens after completing it, but again, I'm afraid to even attempt it as I don't want to ruin my settlement experience altogether. Either way, there needs to be a fix.
@Ubi-Woofer I believe my tone has been pretty respectable considering the situation and the lack of action by Ubisoft. Focusing on my "tone" instead of the issue at hand is another example of why so many people (not just me) are expressing their displeasure with this situation. Whether or not the devs came across this issue or are able to reproduce it is irrelevant to the fact that they need to implement a temporary fix as soon as possible so people can play their game semi-properly. Does the issue need to be pinpointed for them to temporarily insert a Barracks, Tattoo shop, and Shipyard into another town? This should be pretty standard anyway, don't you think? Stables (thank the gods) have multiple NPC's across many towns where you're able to customize your horse/wolf. Because of this fact, we aren't stuck with zero customization on our horses for 90% of the game. Even though I'm practically finished with the game 100%, and it seems pretty pointless now, I'd still like to customize my ship and the Jomsvikings that are in it, as well as customizing/upgrading my own Jomsviking. My personal Jomsviking was created at power level 80-ish. I'm power level 400+ and have almost every piece of gear possible. I think I could make him a little better by now? There are clearly many other CUSTOMERS who feel the same way. Give us something in the form of a bandaid fix. To ask every single person for a video seems outrageously counterproductive. How many times do they need to see different players walk up to an NPC that has no chat bubble or interaction option? One video seems pretty sufficient, wouldn't you say? Especially when you have 100+ other people saying "me too".
I realize that putting certain NPC's into other towns, such as the Hunter, Fisher, Cartographer, and all of the feast-related NPC's, can be troublesome and is likely unrealistic. Yet, the customization NPC's (Shipyard, Tattoo, and Barracks) should be fairly easy and would give us back a little enjoyment that we feel we've been robbed of after paying for an unfinished and buggy game. After all, we are the ones who are essentially paying all of you. Throw us a bone here, and take a little heat off the fire.
@hambone2021 I've finished all three Valka/Asgard missions and my NPC's are still inaccessible, so I'm unsure if this would be a fix/workaround. Valka also wasn't glitched for me when she first came to town. I just brought her and the box right to her area then built her hut. Glad it worked for you. Lucky guy!

I realize that pinpointing the exact cause of the malfunction requires as much information as possible, but the devs should be able to at least pinpoint the malfunction. Knowing what the malfunction is should allow for a temporary fix to be implemented so people can actually play the game as intended, while the devs work on the exact cause of the issue to stop it from happening initially. Pinpointing the cause and pinpointing the malfunction are two very different things. First fix the malfunction so we can play properly, then fix the cause. Does that seem unreasonable or logical?

I find it hard to believe that they're unable to reproduce the issue, and I also find it hard to believe that they're unaware of what makes NPC's function properly. Again, while we're not aware of what is causing the issue to happen, we are aware of what the malfunction is. If the developers are unaware of what makes NPC's function properly, they're not very competent at their job. We need a bandaid fix for this asap so people are able to go about playing the game while the devs root out the cause of the issue. To say that they need to know what causes it in order to fix it sounds like stalling.
The community has been reporting the issue for almost 3 weeks at the very least. The community has answered all the questions, provided videos, and provided save files. The issue is that certain NPC's cannot be accessed by players. Priority number 1 would be to make them accessible. Very simple concept. What makes NPC's interactable? That's not working, so fix it.

It seems you're in the same exact situation that I am in, which is rare, because most others have finished the Berserker quest and aren't able to speak to the Tattoo shop, Hunter, Fisher, and Museum like we are. So, we know that the Berserker quest isn't the cause of the issue, but that it does add to the initial problem. It may or may not have started after the raid on Ravensthorpe, but I didn't notice it then. I noticed it when Reda suddenly stopped working, which is when I was able to turn in the "Viking For Hire" quest for my first 10 contracts from Thousand Eyes.
Whatever causes the issue, we need a temporary solution so we can go about playing the game without missing out on 50% (or more) of the customization features. As I said before, I'm essentially finished with the game, I'm now just completing all territories and trophy hunting, but I'd still like to be able to speak with the settlement people. I'm not even sure if I've missed any side quests from some of the settlement NPCs, as the majority of them were immediately inaccessible. Luckily for me, I saved all the feast buildings for last, so I didn't miss any of the "important" ones. Still, though, this is poppycock.
I'm still contemplating on whether or not I want to even attempt the Berserker quest to see how it impacts my settlement. I suppose I can make a manual save and load it if anything weird happens, but I've still got some Hunter and Fisher deliveries to do, and I don't want to lose access to them before I finish those. Bah

I killed the Elk before I ever went to England, and was initially able to speak with all of my settlement NPC's, so I don't think that is the trigger.
