The absence of the Russian language in Assassin's Creed Syndicate

I don't have Russian in the game. It turned out that I live on the territory of Turkey, but I am a Russian speaker and things are not very good with English. Third-party modifications that include the Russian language in the game - does not help in any way, after it stops running. Help solve this problem.
