

Anyone who claims that Heartbreaker isn't too strong either doesn't know the numbers on this set, doesn't understand what balance actually means, or simply isn't very good at this game and is now happy that Heartbreaker makes up for it.
To the clarification:
Imagine a set that always has the coyote mask and always has the fox's prayer. These parts always stay the same so we can only compare the other four slots.
If you use the perfect glass cannon, perfect vigilance, one piece fenris, one piece W&H and 4 times weapon damage as attribute you will have a full red DPS-build with 80% weapon damage and 55% multiplicative weapon damage. 0 armor. 0% bonus armor. And 60% more incoming damage!
Striker completely rolled with armor attributes has with four pieces 680k armor and fully stacked 65% multiplicative weapon damage. 0% bonus armor.
4 parts Heartbreaker completely in blue also have 680k armor but fully stacked 100% multiplicative weapon damage. And 200% bonus armor.
Even though Heartbreaker goes full armor instead of full weapon damage in this direct comparison, it does more damage than the build that goes full weapon damage. Thanks to multiplicative damage. There's no way that should stay that way. Especially because the set with weapon damage takes 60% more damage and Heartbreaker gets 200% bonus armor instead. And Striker doesn't matter anymore in direct comparison anyway.
@traumahawk I understand why you ask that question. Stop being a bully! If you want more players to play legendary missions with like you claim you do, maybe start encouraging instead of criticizing them. Show them how to become just as good as you are.
That's not what the folks want the OP criticizes. These poor to mediocre players don't want to get better at tackling heavy content. They want the hardest content to be made so easy that they can master it without actually becoming skilled. Or why do you think so many newcomers are playing heartbreaker right now?
This set is not balanced.
It totally isn't and it needs a nerf badly! Of course some people will love playing this set because they want the game to be a power fantasy even on heroic difficulty even for the least skilled players. But this is not right. This is why a game, every game like the division, tries to maintain a gear balance.
And heartbreaker is off this balance. Way off this balance. Now the best damage dealing build is build with zero investment into damage attributes. Seriously?
Nobody wants to have the set completely destroyed. But if you want to bring it on par with for example striker, it should deal the same damage, but also offer some bonus armor in return for the downside of having to pulse enemies.
So a proposal would be to reduce the damage by half to 0.5% per stack and the bonus armor by half to 0.5% per stack and 1% with the backpack. This way a complete striker set with backpack and chest would have 100 stacks with 0.65% multiplicative weapon damage for just hitting enemies. And heartbreaker with chest and backpack would also have 100 stacks but with 0.5% multiplicative weapon damage and 1% bonus armor for hitting pulsed enemies.
More than 90% member of my clan already quit (again) after exp nerf on summit, they inactive before countdown release. after countdown release all my clan playing again, after having enough taste in countdown they already want to quit but then they heard summit 10th floor is fast grinding exp beside resource convoy. so yeah everyday most of my clan grinding exp or just mess around build in summit.
I truly am deeply sorry for you and your clan members that only the stupidity of repeatedly exploiting one single floor on the summit for gaining xp (for what reason anyway if no one was playing the game besides floor 10?) kept you in this game.
If that activity was the only thing you enjoyed about the division then it is indeed better for you to move on to other games.

Feel free to kill yourself in any game over and over again. But just don't expect this to get you anywhere. Because this usually is not the intended gameplay. The devs by the way made clear on the known issues board that farming floor 10 like this was not intended.
It was an exploit. They finally fixed it. That's how it is. Period.
This exploit has been known for a long time and has spread like wildfire, especially since the introduction of the expertise system. Why? Because you can farm experience points and expertise very quickly. Good teams need 30 seconds for a level up, slow teams a good minute. Of course, there will be some players who see this as a peccadillo or prefer it as a great shortcut to super-fast leveling - but the truth is that this is an exploit that players use to gain an unfair advantage.

Problem:
The checkpoint on floor 10 does not get set correctly to floor 11 after completing the floor and receiving the XP, but remains at the beginning of floor 10, allowing players to kill themselves and farm the boss-floor again.
Solution:
The checkpoint must be automatically set to floor 11 after completing floor 10, meaning right after receiving the rewards (currently this happens only after opening the door leading out of the boss-room).
It's a recalculation correcting an until today wrong calculation. Nobody loses anything, from today on the system will work just as promoted. A lot of people just got mislead by stupid streamers and youtubers telling them to abuse the tombs and level up quicker thanks to wrong calculation. Which now has been corrected. If those great content creators knew enough about the game, were serious enough and really interested in their communities they wouldn't have told their viewers to exploit a game error, but rather would have helped to clear some confusion and told people to stay calm.
So this problem is widely spread and well known. Community representatives have been active here since the first reports of this major issue but I can't see an official response anywhere. I checked both the division and ubisoft support twitter accounts and couldn't find any official statement either.
So – could we at least get an acknowledgement of this issue? Is the team aware of it? Is there a hotfix coming? Anything?
The dark zone's a [censored] show anyway. They still try to lure people in there as if the concept wouldn't have failed years ago. So no, they are not going to do anything about it. They just don't care. Neither do those cheaters and exploiters by the way. These are just people who are dissatisfied with their real lives and therefore will always look for ways in video games to feel successful and superior as quickly as possible thanks to cheating and exploiting.
I'd guess you are only talking about crit shots, right? Well, the memento is usually the reason for such diffences. He crits for around 530k with the memento nearly at full stacks. The numbers will rise when he's depleting hp directly (because of all assault rifles' bonus damage against health) or activates the shortterm buff. For reaching the 900k you are referring to he makes use of both of those bonuses. So if you either weren't testing your build with enough longterm stacks, without the activated shortterm buff or not against armor and against hp, you will most probably never see the same numbers as in the video.

This is clearly an exploit, there is no question about that. Anyone who claims the opposite is probably only doing it to absolve themselves of being an outright fraud. The same story happened for summit and general anderson's misson - people claiming it wasn't an exploit. But it was an exploit. Both got rightfully removed.
Nonetheless, this thread should be closed in my opinion, so this doesn't become a manhunt.
I would much rather prefer ubisoft support just take care of the exploiters and punish them accordingly. While the developers close the exploits as soon as possible. For both we do not need this thread.
Just having one headshot required per bodyshot will kill this off completely and much else with it. I hope Ubisoft are aware of that.
This wouldn't kill this talent, it would just add one "skill check" per free guaranteed headshot or critical headshot. This would still be totally fair and especially still very effective with the hotshot set or headhunter.
It's almost impossible to say this these days, but if you're not good enough to hit heads with a sniper build, you shouldn't play a sniper build. There are plenty of other options. And if you're not able to play heroic content without obviously malfunctioning and thus overpowered talents, then you're probably not good enough for it and you should probably switch to challenging content for a while to have fun there.
With the Determined and Headhunter talents, I have finelly been able to enjoy sniping in this game and been having a blast with it in PvE.
You can enjoy sniper builds in this game without this broken talent, for sure. The only difference is: you need a bit of skill. For the headhsots. One shot kills shouldn't be handed out basically for free with random body shots. Some builds do demand actual skill to get them to work. A sniper build should always be one of those.
Instead, can't we agree not to keep asking for specialties and special solutions for even more and more and more power and allow the devs to focus on the important, fundamental things of the game? Like crashes, exploits, relevant bugs or outliers and especially year five?
Or maybe a sniper build just isn't the best choice for a mode like countdown? This is a very fast paced mode and you have up to seven other players running around, disturbing you and the enemies. This isn't a question of buffs or nerfs but rather of knowing what kind of build suits what situations best.

You can also kill enemies with one or two shots. Especially with a shotgun. The magic is to not allow elite shotgunners to get so close to you that they can two-tap you. Kill them before. No stat will safe your a$$ if you're not aware of what's happening in the battelfield.
