Reda in England and Ireland has no quests and has the same daily item as yesterday.

I'm sorry to hear that you're missing Reda's quests, and have the same daily item. I've just checked my own game, and I was able to see three new quests listed in Reda's Shop.
If you haven't already, I would recommend trying some connectivity troubleshooting steps to ensure your connection is in optimal condition. If the issue still persists, can you send us some images or a video which shows the daily quests as missing, as well as the repeated daily item. We can then pass this along to the development team for a closer look.
