For the stuff you get from Reda, the Level is related to the stuff you already have, example :- Clothes : in the clothes your highest leveled stuff is a Helmet at Level 3 > Reda will sell you any Cloth on Mythical at Lvl 3
- Bows : if your highest bow is at Level 7 > Reda will sell you any Bow on Mythical at Lvl 7
- Hand-Weapons : your highest hand-weapon is at Level 10 > Reda will sell you any Hand-weapon on Mythical at Lvl 10

Some of the items purchased from Reda's shop aren't fully upgraded and require additional resources to be fully optimized to your experience
Skadi's Blade is from UbiConnect not from Reda that's why it is at level 1 for everybody
For Mythical Reda's Sales, level is not random, the game mechanic works like this :
For the stuff you get from Reda, the Level is related to the stuff you already have, example :- Clothes : in the clothes your highest leveled cloth is a Helmet at Level 9 > Reda will sell you any Cloth on Mythical at Lvl 9
- Bows : if your highest bow is at Level 7 > Reda will sell you any Bow on Mythical at Lvl 7
- Hand(s)-Weapons : your highest hand(s)-weapon is at Level 10 > Reda will sell you any Hand(s)-weapon on Mythical at Lvl 10
Tested and verifyed several times (on 2 accounts and on mutltiple games per account)
My tip is to upgrade one Cloth, one Bow, one Hand(s)-Weapon to level 10, then all items you buy at Read will be at level 10
