Can not kill Needle

Hello! Is it some kind of a bug?
I just cannot kill Needle.
I saw the walkthrough, and Needle supposed to kill his "friend", but it is just not happening. After that video should be shown. But it is not.
How could I kill Needle??!

I vaguely remember this quest, but why can't you just jump on him and kill him right now?
He has the quest marker above his head, does he not?
