Assassin's Creed Valhalla horrendous stuttering regardless of settings

Doesn't matter if I'm using Medium or Ultra settings; I get consistent sutttering; tried on two PCs including i7 7800X on PCIE SSD with 32GB RAM and 1080Ti as well as i5 9400 with 8GB RAMl and 1070Ti. Disabling overlay and using offline mode did not help. I can't believe how bad the performance is; never bought a game that played this bad since Daykatana.

@druout1944 Thanks for contacting us about the stuttering that you have been experiencing! I am sorry that you have been experiencing this on two separate PCs, but thank you for letting me know what you have tried so far. Does the stuttering happen consistently throughout gameplay, or is it restricted to certain areas or when performing certain tasks? Also, would you be able to provide a video that shows this? If so, just post it to YouTube as unlisted and then send me the link here.
