AC Valhalla crashes on or before main menu screen (PC)

I've been troubleshooting this issue with Ubisoft Support since 04/13/21 for this issue to no avail. The game will boot, play the ads at the beginning with a weird shuffling noise like a character is moving, and it will either crash on the screen where it says "Press any key", Or it will crash about 10 seconds after I load into the main menu. Once the game crashes, I will get a message to report the crash to Ubisoft and a driver timeout error from AMD Radeon Software. My case number is: 14527385 and I have tried uninstalling and reinstalling the game, performing a clean boot, reinstalled my GPU drivers, tried both the recommended and optional GPU driver, verified game cache, and I even went as far as performing a full Windows 10 factory reset and still have the same issues as before. The game is also installed on the same partition that Windows is installed on. What can we do to resolve this issue? Has anyone else been experiencing this as well?

I have checked your existing case and can see that you have performed a lot of troubleshooting. I can also see that you have submitted up to date system files and that your case is going to be escalated for further investigation.
