River raid cargo

Hi all!
While first starting a River raid my foreign cargo is listed at 100 permanently and when picking up caches will only allow me to pick up 1 cargo at a time and will not allow me to pick up more than one. This is even after returning from the raid and starting again. Any insight into how to fix this or if it is happening to anyone else? I am on Xbox one x if that matters -

Making a screenshot or video of the issue helps a ton. It's not necessary but I'm sure it definitely helps the process.
