Intense screen flashing when in cutscenes, dialogue, or battle animations

Hello,
For 70+ hours, I've been experiencing a bug that causes my screen to repeatedly flash whenever I enter cutscenes, dialogue, or battle animations.

This bug does not occur at every cutscene, dialogue or battle; it occurs roughly 40% of the time, with varying levels of intensity. If the flashing is minimal, I can temporarily stop it by moving my mouse around the screen. If it is more intense like in the video above, there is nothing I can do to minimize it.
I've tried restarting and fully uninstalling/reinstalling the game, but neither fixes the issue.
