New to game - Quick question

I tend to do alot of exploring right out of the gate and have gotten upgrades on gear and weapons and such. Question is regarding the River to Raid quest. I got barracks built but not the ship house and completed the Lunden arc but what or how exactly do you Gain an Alliance in England? What I've read doesn't seem to help figure it out bc it talks about speaking to someone to then get barracks built I think their name wasn't who it was suppose to be. Any help would be appreciated.
One more, the assassin targets that are 100 level, i'm current power level of 85, any tricks to beating them (shield, no shield, 2 hand heavy weapon or dual single handed weapons?) -
@gloomseeker i'm already at 192 now and haven't re-engaged to battle that zealot. The river raid quest says gain an alliance in england as the start of the quest but I've got alliance in all but cert, jorvik, place way south and place way left. So not sure what that means. I know it was given on latest update so I'm not really playing the river raid stuff, I just go to the abbys and start a raid once I'm ready to break doors and loot.

@darknessismine I don't know what the requirements for the River Raids are, but you can safely ignore them until they become available for you. The Zealots (and a few others, such as spoiler) are tough (and again you can safely put off fighting them until you're much stronger), but most opponents in the main story are manageable. As to weapons, many people say that dual spears is the most powerful setup in the game.

@hroozenbeek much appreciate it. I tend to do a ton of exploring in areas that I'm traveling too so I ranked up pretty quick. Still haven't re-tried batttled zealots yet. I'll give one a go later tonight and see how i fair. Thanks again for the help
