Ravensthorpe won’t reach level 6

I’ve completed all the raids in the base game, I’ve attempted to upgrade the farms to level 3. I’ve only been able to update my Cattle farm to level 3. I have no raids and no supply remaining. I know for sure I’ve upgraded the other two farms at least 2 times each. I did my upgrades in a clockwise rotation, and wrote it all down to kelp keep track. I cannot reach level 6 Ravensthorpe and it’s preventing me from enjoying the late game benefits. Is there any awareness of this issue?
