Unable to complete Codex pages quest

So I’ve finished all quests, I’ve handed in all Medallions, and when I go to hand in all Codex Pages to Hytham it will go through the dialogue but I won’t be able to ask Reda for the last Codex page. There is no option to ask for it. Is there a workaround? This is my last quest and it won’t let me complete it.
