Unable to progress in On Borrowed Time quest

During the quest I'm tasked with saving civilians from burning houses. It allows me to save 2 civilians and the teal marker then appears above the third. But then nothing. The villager won't move, or moves like she's stuck on something. This consequently means I'm unable to complete the quest. I've tried re-loadibg my save, and it's the same each time

This book is a treatise on the theory of ethics, very popular during the Renaissance. The first line of Lorem Ipsum, "Lorem ipsum dolor sit amet..", comes from a line in section 1.10.32.
