Orlog plater missing in Lunden

Playing on Xbox Series X.
In Lunden, I can see the map icon for the Orlog player but, when getting to that location, the player is missing. I've completed the Lunden arc so would expect the player to be there.
I've looked around to see if this NPC may have been killed but I cannot locate any bodies in this area.

I've now got further in the game (just started the Hamtunscire arc) but the Lunden Orlog player is still missing.
As far as I can tell, this is the only Orlog player missing in my game, which is currently locking me out of the achievement. -
