Can't speak to Hemming Jarl during Old Friends quest

I currently cannot speak to Hemming Jarl at Tip Of The Spear. He just stands there and the icon to speak does not appear. I've tried meditating various times to no avail. This is the part right before you have the fight the Pict Chief.

This book is a treatise on the theory of ethics, very popular during the Renaissance. The first line of Lorem Ipsum, "Lorem ipsum dolor sit amet..", comes from a line in section 1.10.32.
