Unable to progress in quest ( Old friends )

I cannot progress in this quest, Trygve does not want to move anywhere, I've escorted him to the dock but nothing happen. I've tried getting on my longboat..nothing happen. I've tried going in the smaller boat with supply in it … nothing happen. I've read this quest can be done by horse too but I've approach the guards with the teal markers with and without my horse and … nothing happen. Can't reload save because I don't want to lose all the progress I've done since then. A quest reset would be appreciated.

I had to row one of the boats across my self as there was no npc on it, make sure both arrive at destination.
Very badly designed quest, npc rowing supply boats dies to easy, used too many arrows killing attackers, -

Thank for the answer. I looked some video of people doing the quest and this is when I realize I forgot to mention one important fact...…There are no boats supplies....witch is probably the cause of all my problem.
