Unable to talk to Tove and modify my character

Since Svend died I cannot talk to Tove at all. I am stuck and can't modify my character with tatoos and hairstyles, things I have acquired in game with my hard work.
I think this is a critical bug, coz it completely cuts of a substantial part of content in Valhalla, which is character looks modification. Any workaround or ETA on a fix?

If so, what is the quest name and your main objective right now?
