Cannot start hamtunscire arc

I have pledged all territories in England, and I am unable to start Hamtunscire. Randvi does not have anything for me anymore.
I am Power 399.
Is there anything I might have missed?
Things started to get buggy after finishing Lost Glory. I could light the tower but after that the quest completed, but there was no follow up. -
Same problem here, even after the latest patch. Seems the problem isn't new, people already signaled it in november, but still hasn't been fixed.

Any fix? I'm in the same boat -- have less power, but 140+ hours of time played. I think the newest patch fixed a bug so I can't get Thor's cloak and hammer. I'd be OK if I was just missing the pacification of England, but I would really like to get the legendary weaponry.
