Honor Has Two Edges - PS4

According to my map, I have banner telling me I am on the Honor has Two Edges quest, but it does not show any indicator on the map. It also does not show up in the list of quests. When I go to Alortun, the camp in epmpty Alortun, other than a single NPC the camp is empty. The NPC has a green dot above them but will not interact with my character. I have done all regions except Eurvicscire. This has stopped me complete the map. I have updated to the latest version, I have tried save and restoring. I have tried go back to previous saves with out success. Any suggestions?
