(playing on PS5, PS5 version) up to patch 1.1.0 I had the "arrow quiver" bug, where the max arrows quantity was stuck at 12. I am sort of a completionist, so I had already opened chests everywhere, upgraded everything and done the shrine with the fabric offer.
I only needed to upgrade the quiver to the last slot and had exactly 11 fabrics left, needed for the upgrade. I postponed it because of the bug, since it was pointless, and waited for the game patch.
So, yesterday I've installed patch 1.1.1 and yay! the quiver was fixed and could go over 12 arrows.
I've then did the last quiver upgrade and used all remaining fabrics, and it seemed to work, even though I could only get a max of 22 arrows. I've closed the game and restarted it.
Now the quiver shows more upgrades left (meaning, it shows a higher number of possible upgrades compared to what I've had before), I get a max arrows quantity of 22 and have no remaining fabrics.
I went around looking for chests in a lot of high level areas, but could no get a single fabric.
My settlement is level 6, but the trading post (any trading post) does not offer to buy fabric (I did visit it several time, after hours of play and leveling up).
22 is better then 12, I guess, but still a bugged quiver of doom...

I have the exact same situation. I did the last quiver upgrade after patch 1.1.1, and the next day, my quiver is now 3 upgrades short of the maximum. In my case, the hunter arrow capacity sits at 24. I also posted this in the main thread about the quiver bug.
