Skills missing in skill tree

The Fight Ready, Arrow Looter, and Assassin Carry skills are all missing from my skill tree. Before I quit the game, I had 403 power, as well as several mastery points.
Now I have signed in again, and my Power level is down to 400. I still have my mastery points, but the three skills mentioned above are missing. The UI is showing me that I have 3 Skill Points to assign, but I have nowhere to put them, so the "3" is stuck on my screen while I play.
Playing on XBox Series X. -
Anyone know of this has been fixed? Sounds like there are still issues with quiver upgrade but I was also missing new skills. Anyone know? Unfortunately I can't check for awhile.

@theriot78 Same issue here was 403 with all skills, logged off and now back on and the 3 new skills gone. Now showing 400 with 3 x skill points to use on nothing

I have exactly the same problem and the recent patch didn't fix it (PS4 Pro).

Same here on base PS4, these skills have never been available since their introduction with the Yuletide update. The icons appear on the skill tree, but they can't be selected & no information (name, picture/video of what they do) appear when you hover over them.
This is still the same after the installation of patch 1.1.1.
