Thousand eyes quest giver not loading in

Since the disappearing reda quests bug appeared a related bug has also been created.
I didnt notice it at first as wasnt in position to trigger it. It's annoying rather than game breaking.
If you save and leave the game near a thousand eyes quest giver, when you reload the WHOLE game and open it, all NPCs bar the thousand eyes quest giver AND their map icons load in. The thousand eyes DO NOT (apart from reda) anywhere on the map.
You can workaround it by fast travelling to the same spot which reloads everything.
