Photo Mode Error Code

Hello,
Since buying the game early november i have had an issue uploading photos. It will appear uploaded byt later on after viewing it on the map, it disappears and says and error code due to too many requests on the account.
When i first got the game, i uploaded 2 photos but in the space of like 2 hours. And I've been getting this error code ever since (3 months now).
Is there a way i can fix this or...
