Colour bug

Every time I start the game, it starts with no colour - it looks greyscale and has the drunk blurry effect. It's been happening for a fair few days now. Does it happen to anyone else? I have to speak to a NPC for it to return to normal (annoying when you're nowhere near any). Reloading or fast travelling doesn't work. The map and all other menus are in normal colour. It was ever since I went into settings and selected performance over graphics. I've turned it back now but that just seems to have been the trigger, I can't get it to stop. Any thoughts?
