Not really sure how to explain it but here's a video
of it. Basically read the note, get an item/silver, read again, get same item, repeat. Reproducible every time. It doesn't accumulate in inventory though.

Since this is happening with every note, and the item or silver does not accumulate, it may be working as intended to give you a chance to re-read the the notes if you would like. However, I understand how having those alerts every time could be misleading. Just to make sure, the first time you read the notes, you do receive the silver or item correct?
