Unable to interact with multiple NPCs in Ravensthrope

Unable to interact with Randvi, Blacksmith, Trading Post, Hunters Hut, Fishing Post, Barracks, or the Hidden One's Bureau ... in Ravensthrope.
After my character settlement reached Level 3 and I built the Seers Hut, then attempted "A Wise Friend", interaction with those NPCs became blocked.
During "A Wise Friend" Valka stops walking near the long house and won't go further. NPCs in other locations, across the map, work as expected. Character is at power level 77, but further progress in the game is blocked as I can't talk with Randvi or those other NPCs in Ravensthorpe.
All Windows updates applied. Video driver is latest build.
