I apologize if the Chasing Cows "known issue" has a post somewhere else, since the quest name had no results in search.
I did some testing and found both a possible cause and a clearer workaround than simply reloading a save or ignoring the mission marker (which doesn't actually appear to allow completing the quest, as this was tested first).
Per the description: When returning to shore, Bertham will jump from the boat and begin swimming. Make sure the boat is no further right than the center of the dock to block him from swimming into the corner. Bertham is unable to swim backwards or jump onto the dock.

Interesting. When I did this quest, I returned via horse (with Bertham riding on the back of the same horse) and didn't have any issue. I had the swimming ability on my horse.

@burfo_ In theory, you never "blocked" Bertham with the boat or changed his origin. Based on how you did it and what I found, it is likely an issue with his pathing logic.
Bertham may be programmed to jump off the boat, swim around it, then go to shore. If there is something directly in his way, he could respond by going further left. Being too far to the right of the dock means he won't encounter it until it is in front of him and he cannot go backwards to get out and around it. It could also mean that he is not designed to be aware that he is not between the docks, so he assumes he should head to shore when he gets close to the first dock because he sees any dock as the second.
If he began swimming at the other shore, he will follow his own path that would always be completely free of obstacles. It will almost always be the same path because you are not placing his origin point.
Another workaround should then be to simply swim back to shore without riding anything at all. Assuming Bertham will follow you, it should work the same as riding a horse.
