Moved Storm the walls mission won't pop up in quest options

I have been playing this game off and on the past couple of days I am well passed the recommended level to do the alliance with wessex but the mission to take down fulke and save sigurd will not let me see or accept the mission to do so. I am lvl 328 and have done nearly everything up to that point to beat the main stuff isn't the game. But I can't reach settlement lvl 6 because of the bug preventing that. I do not want to create a new game because I do not have manual save that far back to do that mission without losing a significant amount of hours & play towards building up my character please resolve the issue. And the quest 'the case of missing ale' for this event is bugged as well it won't let me complete it, giving me a location that's bugged under the map. Thank you for reading this.
